Under the Anti-social Behaviour, Crime and Policing Act 2014, relevant local agencies, including local authorities, police, housing providers and certain other bodies, have a statutory responsibility to participate in the Anti-Social Behaviour (ASB) Case Review process (formerly known as the Community Trigger).
This process gives victims of persistent anti-social behaviour the right to request a multi-agency review of their case when the defined threshold is met, ensuring that agencies work together to assess the response provided, identify any additional actions that can be taken, and seek to improve outcomes for those affected by ongoing ASB.
An independent volunteer chair can bring impartiality, credibility and objectivity to the ASB Case Review process by providing independent oversight of multi-agency discussions and ensuring that the victim’s experiences remain central to the review.
As someone who is not directly involved in the case or employed by the agencies being reviewed, the independent chair can help foster transparency, challenge assumptions constructively, and ensure that all partners are held accountable for their actions and decision-making.
They can facilitate balanced discussions, encourage effective collaboration between agencies, and provide reassurance to victims and communities that the review is being conducted fairly, openly and in accordance with the principles of the ASB Case Review process, helping to strengthen public confidence in local services and outcomes.
• To independently chair ASB Case Review meetings, ensuring that reviews are conducted fairly, transparently and in accordance with the Anti-social Behaviour, Crime and Policing Act 2014 and local procedures.
• To provide impartial oversight of the ASB Case Review process, ensuring that all relevant information is considered and that the victim's experiences and concerns remain central to discussions.
• To facilitate effective multi-agency discussions, encouraging constructive challenge, accountability and collaborative problem-solving between partner agencies.
• To review the actions taken by relevant agencies and support the identification of opportunities for learning, service improvement and enhanced outcomes for victims of anti-social behaviour.
• To ensure that all participants are given the opportunity to contribute to the review and that decisions and recommendations are reached in a fair and balanced manner.
• To promote public confidence in the ASB Case Review process by providing an independent perspective and maintaining the highest standards of integrity, objectivity and confidentiality.
• To provide independent feedback and recommendations, where appropriate, to support continuous improvement in the way agencies respond to reports of anti-social behaviour.

Experience of working with victims/survivors of ASB.
